USDA announced that China's wooden crafts import final rules

U.S. Department of Agriculture (USDA) Animal and Plant Health Inspection Service (APHIS) has recently revised regulations, wooden crafts wooden handicrafts imported from China allowed under certain conditions. The move allows China and the United States again the the the wooden handicraft trade activities, while continuing to protect American agriculture and natural resources from the impact of exotic insect pests.

    The final rule requires that all wooden handicrafts from China have been heat-treated or APHIS certified equipment drying unless the crafts no more than 6 inches in diameter; crafts less than 6 inches in diameter can be used to heat treatment, the dryer heat treatment or methyl bromide fumigation; shipment of the goods must be accompanied by specific APHIS permit and importers file or certificate; product manufacturers must also show information on the label of wooden handicrafts shipping packaging; tags will allow APHIS to track goods imported to the United States .

    The final rule also clarified the the wooden crafts definition, to amend the definition of "regulated articles". Wooden handicrafts is derived from or of natural wood, branches, vines regulated items, including bamboo, gardening stakes. Wooden handicrafts including carvings, baskets, boxes, garden and lawn decorations, dried flowers, artificial trees (often referred to as artificial banyan tree), garden fences and borders, as well as other wooden items. The final rule also amended the definition of regulated articles, raw or only after the primary processing, wooden accessories will not be separated from other parts of the articles included. The final rule will be added to the list of regulated articles wooden handicrafts.

    From 2002 to 2005, APHIS has released more than 300 copies of for wooden crafts pests interception emergency action notification. In 2005, APHIS suspended most of the imports of Chinese wooden crafts, aimed at better pest risk assessment related to the import of these products.

    It is reported that protect U.S. agriculture and the environment from the risk of invasion of alien species is one of the primary tasks of APHIS. The release of the final rule, APHIS still allow imports from China, wooden handicrafts, but well adequate security precautions based on pest risk analysis on top of the wood-boring insects invasion.
